The good thing of weme is that supports mobile Standards of java(MIDP,CLDC) if you will write a program for it will be possible to run it on any other device that has j2me installed - a lot possible users, but as I understand you need only for Garnet OS devices, buying license of weme to distribute with your program can be an inconvinience for end-user(to setup, use, update). SuperWaba can hardly be called java enviroment for mobile devices(don't have java stardards), but it support different OS's(Symbian, Palm, WinCe) and the working enviroment for superwaba is FREE, to develop application will cost a little(but every development never was free). In conclusion SuperWaba is better.
